i tried java -jar *.jar -r author,nosamplecontent and it created the instance without default content.

Defining it via run mode will not help as once the server has started the runmode will never change, thus if you started your server in *.day mode it will stay fixed still the time server is running and run mode configurations are not updated (requires restart).You can look at a refreshable/reload-able configuration based implementation and have a scheduler service that updates you config based on your time based requirements. Your servlet needs one of the two parameters - resourceTypes or path both will not work for the above scenario as neither your path is fixed nor your resourceType is defined.A way to achieve it is to use selectors to provide category_id in the path and not use extensions. I believe you are talking about 'Request for Activation' workflow - what you are calling as issue is the expected functionality as there are two steps in workflow -1) Approve content2) Request for activationBoth these steps require approval, thus your workflow keeps on waiting probably at the second step.
