I agree - and not only completed tasks, but projects that are completed and dead. if a project or task has planned hours but is in a "non-active" status, those hours should not be included in the resource planner.
We are testing the new Resource Planning / Scheduling now and if we filter out projects, we really don't want their hours included. If this doesn't change I am not sure if my users will use this functionality.

One of my users would like to enter the time they start and the time they took breaks. Then, as they enter their hours, it adds to the start and break times to show what time of day it is. This ensures that they have entered all their time up to that point in the day.
