You have two ways to control the timing and frequency of rules:
1. Date frequency triggers (e.g. evaluate every 3 days)
2. Metric activity triggers (e.g. evaluate every 10 conversions)
You can also delay the evaluation of either of those triggers through rule status. For example, you could create the logic, assign the rule, and set the rule to paused status until you are ready to activate everything. Unfortunately, you cannot yet set a date to automatically change the rule status from paused to active at some future date.
