What is the difference between these two?

These are event propositions returned after Page View event. 

What is the difference between Decisions and Propositions?

Decision refers to the location or context where the personalized experience is requested. Decisions are equivalent to “mboxes” if you are familiar with using older versions of Target. 

Proposition is specific to the rendered content / personalized content returned by Adobe Target / AJO in response to the decision.

like, a decision is the process, while a proposition is the output of that process.
