Publishing flow - resource is already upstream

I have got such an error while building Dev4 library. 

Does this mean that every resource which is already upstream has to be changed in order to build dev library? Its not possible to only update only one resource in Dev library?

Hi ​@Michael_Soprano  - Yes it is possible, you have to make sure that in the new library you are publishing you are only sending the changed resources, not the one which are already published(which means upstream)

    This basically says that your Dev4 change list contains a version of the data element that is lower than the one on production.

    You can remove the version from your change list in that case.
