I'm sorry you're getting a 404 error. It's working for me. What region are you trying to access this link from?

I'm from NAM. The page opens from me now but not able to register.

I tried disabling my firewall as well.

It is showing 400 Bad Request in the developer console

But I don't want to waste too much time of yours as well if this is too much to fix. I can understand.
