Does two records with the same secondary identity would be merged in one dataset

Assume that such a dataset is enabled to the RTCP. These records would be merged?

Primary Identity Identity
ID_124 Secondary_124
ID_126 Secondary_124

you can try it out yourself using the identity graph simulator: https://experienceleague.adobe.com/en/docs/platform-learn/tutorials/identities/graph-linking-rules/graph-simulation

I guess secondary_124 will initially be attached to primary ID_124, and then this link will be broken and attached to ID_126 when it appears.
