Is it because Adobe Dev isn't a Product/Service, but a separate interface altogether?

Hi,

To access the Developer Console (Adobe I/O console https://developer.adobe.com) you need "Developer" or "Sys Admin" role for the IMS org you are looking to use. This needs to be provided in the adminconsole.adobe.com by an admin. After that, make sure you are accessing with the correct Adobe ID, you can use the "switcher" button in the upper right corner to make sure you are using the correct account and profile.

You can check with your admin about granting these privileges, you can check the resolution guide for this guide: https://experienceleague.adobe.com/en/docs/experience-cloud-kcs/kbarticles/ka-19448

Hope this helps
