I want to add User Management API in Adobe Developer console.

You cannot enable the User Management API in Adobe Developer Console with a Teams (or Education/Individual) organization at all. It is only available for Enterprise organizations.

So, the requirements are:

• Your Adobe login must belong to an Enterprise organization, not Teams/Education/Individual; otherwise the User Management API tile stays greyed out and cannot be selected.
• Within that Enterprise org, you need to be a System Administrator (or another admin with rights to manage developers/APIs) in the Adobe Admin Console, so you can add the User Management API to a Developer Console project and manage its credentials.

If your current org is a Teams plan, there is no set of extra permissions that will unlock this API—you would need an Enterprise contract instead.
