Adobe user sync tool for VIP subscription
I want to know if the user sync tool in the following link is suitable for the VIP subscription version（Creative Cloud for team） in mainland China.

The User Sync Tool is an open source project and I'd recommend that you ask this question on their GitHub issue tracker:

The User Sync Tool is a free and open source tool that is available for anyone to download. However, I'm unsure whether you will be able to sync user data that complies with Mainland China data export regulations. I would recommend that you ask this question in the above issue tracker link.
