Question about Twitter advertising.
If a follower views or acts on a Tweet before it's promoted as an ad, will it count as an impression/click/retweet/reply?

Currently, Twitter counts and charges for impressions, clicks, retweets, replies only on promoted content. Organic content is not charged.
