Allow Resource Managers to update team member Time Off Calendar to block schedule

Description - Allow Resource Managers to update the Time Off Calendar for any team member in their group.

Why is this feature important to you - Need to block user's calendars for upcoming work. Ideally it should be for a specific project, but sometimes the timing of the project task and when the time needs to be block don't always coincide.

How would you like the feature to work - Resource Manager should have access to any member in their assigned group (even if not the reporting manager) to edit their Time Off Calendar.

Current Behaviour - Currently, only reporting managers are allowed to edit the team member Time Off Calendar. We are currently using the Time Off Calendar to block the user's calendar, then removing it afterward so it doesn't reflect as time out.
