the distribute form button is disabled in Livecycle, so I can't distribute a form to others

I created a pdf from using Adobe livecycle designer ES4. after finishing the form I wanted to distribute the form for others but unfortunately I can't as the distribute form button was off

anyone to help how to solve this problem?
