What do you consider a Video Click-Through Rate?

Do you consider that playing videos? Completing watching a video? Are your videos ads, that link offsite?

How have you implemented your video tracking? That is going to make a big difference on what you are looking for...

I'm very new to this and don't know much about it yet. I'm supposed to do analytics on our websites. Here the desire was to see how many times a video was clicked and for how long or which links were clicked the most.
