What is the significance of "Action" Metric  ? How it is been captured and calculated ?

I'm interested in knowing if anyone has experienced an issue with order numbers (revenue and units activity) not reporting in analytics from IE 11 browsers.  I have checked SSL certificates and s.metrics set up, but orders are not being recorded from this browser.thanks.Scott
