Allow requestors to duplicate past requests

This would be very helpful because we have a lot of custom fields that need to be re-entered for every request.

We need this, too.

There is a way to do it already. It's just not super easy. We have a process and are currently developing another way that seems to work slightly better. However, I do think overall this could be improved within the system.
