Routing rule that generates an error message?

Is there any way to generate an error message to a submitter or to prevent submittal of an Issue on projects that are in Idea, Closed or Cancelled states?

If you have them enter Issues through the Request menu option, you cannot enter Requests (Issues) if the project is in those statuses.
