Preventing future edits after final versions of documents (non-ProofHQ)

I've been looking high and low for how to prevent users from making any future edits to documents that have followed the review/approval process and a final version has been approved. I know you can 'check-out' a document however that doesn't prevent any other user with manage rights from checking-in said document. Is there a way to lock down this file - either by removing permission rights from it and NOT removing team members from the project? All recommendations, ideas, tips welcome....I've been through a ton already. This is for inside WF - and is intended for use outside of ProofHQ. I'm not sure if there's a better way, but my agency manually changes the sharing permissions for each approved document. Our project coordinators and operations team goes into the document share menu and removes any permissions that are inherited to revoke any manage or contribute access. The project coordinators and operations team then share the document with the applicable teams using View access. This removes the check-in and delete option for the users.
