Global Utilization - Needs to show ALL hours!

We've embarked on a few months of resource planning, and are now launching time tracking. However, we've found that Utilization via Reporting only reflects Task hours, not Project hours. I fully support this need. It's a very valuable function to allow my team to be able to log hours at the project level, but this this strange Utilization reporting limitation breaks the results and seems like a bug. Justin White Quality Bicycle Products
