Currently reports force a max record count, even if you don't want it. But to see the count of records on a report, you need to load the default, then scroll to the bottom and right of the report to see if the report is showing all records or if it has multiple pages, adjust to show ALL records, then regenerate the report. This is a lot of clicks to get to the full report.
1) move the record count and page selection from the bottom right to the top of the report.
