Issue-Request Open Filter Not Returning Same Count As Open Tab

The counts for open and all issues at the top of the Issues page on a queue project are not correct. Completed count is correct. The counts in the page footer match the counts in the grouping, but that # doesn't match what's at the top of the page. See screen shot attached.

For the "open" tab, the filter was "open" (and I got 539). When I change that to "all", then I get the 727 ct. But that leads me to...if the page is supposed to be showing "open", why is that not equal to the filter of "open"? The definition shouldn't be different.

As it was explained to my by my tech rep:

The problem is that All is a built in filter, whereas Open has 2 filters on it, Resolving Obj Type - Is Blank, and Is complete - False.
You have roughly 180 issues that are resolved by another object, which is why it doesn't show.
The "Open Issues" is an indication of all the open issues on that project, the Filter allows you to specify what you see.

But I think that it should (or I would prefer it does):

The dilemma is that if you are on a page defined as OPEN, the "ALL" filter should be looking for "all open issues". Doesn't the page definition come first? Then the onscreen filter selection is applied to what that page has already defined. Make sense?
