Add ability to add a message on the Request page that is not a dashboard

It would be nice to be able to have put a message at the top of the Request page to inform customers about outages or other important information. Right now, the only way to do a  message is to have a Dashboard. The issue with this that WF remembers the last place a user was at. You can't make the message more visable or persistent. The customer may never click on the dashboard and could miss important information.

Why is this feature important to you - This is important because we'd like to communicate information to Requestors about outages (like a WF instance Merge), customer help information, etc. 

How would you like the feature to work - I would like to be able to have a banner/header customizable on the Request page.

Current Behaviour - Have to create  dashboard with an external link and report. Also, WF remembers the last the user was, which may not have been the dashboard you just created.

Yes! We sometimes put a message on the page in a descriptive text and since we can add images now I recommend that for the interim but it would be good to put an alert for holiday outages or updates to the requests etc
