It appears to be a known functionality that when an audience refinement is added to an Activity the QA links only work if you actually qualify for the Audience Refinement. In order to view your QA experience links before publishing, you have to remove the Audience Refinement. This is agnostic of whether you have 'Match audience' turned on or off.
