If you absolutely want an app you should look at solutions from other vendors such as Twixl. If that's not a must you could look at fixed layout epub or publish online using CC2015.

The folio workflow is not part of Digital Publishing Solution (DPS 2015). Last I heard, they will support it as long as there is a demand for it but for at least a year. I don’t think they’ve defined exactly what demand level will be required.

They need a CC subscription for CC2014. Beyond that, how you handle the lessons is your choice. But there’s no folios in CC2015 which only supports the new Digital Publishing Solution product. Folios need to be built in CS6, CC or CC2014.

If you want to use and preview folios you’ll need to go back to InDesign CC2014
