OOB does not provide any widget to create a Tag on fly on tagpicker. You need a new widget or servlet to do that using TagManager or Node API.

For that you can use node/resource iteration starting form /content or yo also go for query if the content size is small.

This has been a concern for may developers down the road to saving or re-populate tag picker on touch UI multi field. OOB does not provide any feature for this. you need a custom solution to handle this. ~Manoj
