What JVM are you using on the app server where your web app is deployed? Does it match what you compiled with in Flash Builder? Most likely there's a mismatch there.

I think the issue is that the doc shows the <Valve> element as lowercase. That doesn't work. It is case sensitive and should be replaced with:<Valve classname="flex.messaging.security.TomcatValve"/>
