If you see, they are essentially using google GSON packages.However, this jar seems to be missing from the Adobe's Public maven repository. Please raise a support ticket for the same.

Restart is not required. Which AEM version are you trying. I will try once and let you know if its a problem with my instance aswell.Meanwhile, try on a new workflow model and see if you are still facing the issue.
As @opkar mentioned, the migration tool should work for your usecase.The other option, I can think of is, copy the repository folder from the existing version to a new location. Start the new version of AEM pointing to that repository folder.
