There isn't a way to utilize calculated expressions (IF statements) in text mode filters, so if there is a way to find a common ground using fields, that would be ideal!

If you can share more information on how you can tell if a job has been quoted or not (ex: task has been completed), that would be helpful. You should be able to create a report to pull in this information, but the filters would be dependent on how you set things up in your instance.
