Currently, severities can only be set at the system level. Ideally, Group administrators would be able to set what the default severity should be for their group.
Now that the Requests section has been renovated in the new interface, the ability to create one's own filters for Requests needs to be added. It makes no sense that you can do that in just about every other place in the system...except for Requests.
