I think it's because you are routing it to the other project. If you were to take an issue that is in Project A, and then "Copy Issue to" Project B, it stays in "A" as well. But, if you have a routing rule to route the issue to Project B, then it doesn't stay on Project A.
What do you mean by "visible on the project"? Are you saying you want to see the comment on the Task View? Are you creating a report on tasks and want to include the comment?
If you look at the Updates tab on a project, it will show you the comments on tasks.
Well that is weird. I never knew the email address was case sensitive (and, I don't think it should be). But I was able to create 2 Users with the same email, but different case, and it worked. It's a little strange though.

Just fyi - for me, when I run a project report with the Actual Duration and the text column that Ben has given, I get the exact numbers - 100% of the time. These are projects that run from 2.46 Days, to 515.92 days. This is for 191 Projects.
If you go to the Queue Setup tab, if you have routing rules set up, you will see under the Queue Details an option to assign a default Route. When you create a Queue Topic, you also have an opportunity to assign a default Route to that queue topic.
I don't think you can do it based on specific responses within the custom form. You can create different routing rules for different Queue topics, so if you attach a custom form to a particular queue topic, you could route it differently.
I think the first thing to check is to see if the user has view access to the issue. Also, on the Request page there's already a tab there for "All Requests". Won't this give you want you want (as long as the sharing is correct)?
BTW, did anyone notice that it's hard to "Unsubscribe"? After I subscribed to Project, Task, Issue, when I go back to any of those objects and click "Unsubscribe", it doesn't seem to take.
