I would agree with this as long as it's a filter or setting that can be
set on each report.I wouldn't want it to be a global setting for all
reports. We update processes and custom fields enough that sometimes a
report will suddenly show up blank because we've removed a field that is
used as a filter on that report - or something along those lines. And if
that report didn't send because it was blank, users might think the
report was just blank this week and and wind up forgetting about it,
