You need to run a technical workflow to see the app in ACS. It should be
scheduled to run every 15 minutes but the workflow may not be
started.Workflow is called syncWithLaunchAfter that, if you can't see
the app in the dropdown when creating a push it's because you need at
least one application certificate/token in the app config.
