You need to get the PID of the "Apache sling job Queue Configuration" and create a "sling:OsgiConfig" node under "apps/config".AEM will then automatically map the OSGI configuration files with the actual configuration based in the PID. More details at [1][1] Configuring OSGi

We have many AEM articles that show use of using a System user - ie - Scott's Digital Community: Querying Adobe Experience Manager 6.4 JCR data That is your issue. You should be using a System user.

Why do you need to unbind configuration programmatically? It should never be required on a regular basis. I used it a few times in troubleshooting, but it's definitely not a function for regular use.

I think you cannot directly use content fragments or experience fragments in Mobile, but you can use CaaS, Generally, the mobile apps works on REST API's so you can build your front end either using Angular 6 or react Android or some other thing and using HttpRequest make a call to AEM content service models and consume and display on the screen
