I think something was lost in communication/terminology here and I apologize for that. You can continue to use LiveCycle Designer. What I think was lost in translation was the fact that you're likely creating PDF forms that you're making available on your website and the browser vendors don't allow for the Adobe Reader plugin to be loaded.Your option is to allow a customer to download the PDF form from Designer and in some cases this user pattern isn't desirable. Why would the request be the responsibilty of AEM? AEM would be passing the assertion over to the SAML server that should be able to log the request

How complex are the rules to determine the order and are they determined server side or client side? You can hide and show panels via script in the form or server side you may look at form sets.

You're attempting to created an interactive XFA based PDF form. Are you going to be trying to load this in a browser? If so you'll run into issues, you may want to look at rendering the form as HTML5 or using Adaptive Forms. Let me know which direction you want to go.

From a button you want to open a PDF that's been attached to a Form? You may run into security issues trying to add the hyperlink but I can validate if that's your preferred method

As mentioned above best approach is to use the numeric field. If server is 6.3 onwards then there is a property (Maximum Number of Digits) to set the maximum no. of allowed digits in numeric field that can control the limit of entered digits.

I wonder as I see no possibility to put a script on a HTML Workspace button.My goal is to force the user to leave a comment in a text field of the XDP form only if he clicks on "Deny". When "Approve" is clicked the user has not to fill in the additional comment.How can I achieve this?

I don't understand what you're trying to do. Is this a form created in Designer or Acrobat? If you're trying to combine the two PDF files this can be done in Acrobat.

What metadata are you trying to add is it consistent for all the forms? When you add the XDP you could execute an AEM workflow to update the content. Also you could just export all the XDPs, place them in a zip file and just upload the zip through form manager

I assume you're running the standalone version vs. JEE. Also are you creating a non-interactive PDF or a form to be filled. If it's a form I'd not recommend doing this and switch to an HTML rendering of the XDP or look at Adaptive Forms. The javadocs are available here AEM Forms API
