This is not a trivial issue and can be caused by multiple factors. You can try to do basic troubleshooting: increase JSON calls, verify pageinfo, recompile clientlibs. The best is to open a support case and request a share screen session
AEM Forms Designer doesn’t make ‘regular’ PDF’. The designer makes XFA-based PDF’s and only Acrobat/Reader can open them. So, AEM Forms Designer cannot produce PDF 2.0
