I came across this old thread. Not sure if you still have this issue with files (I had this issue with PDF's)Its solved in https://experienceleaguecommunities.adobe.com/t5/Adobe-Experience-Manager/PDF-from-dispatchers-should-open-in-browser-without-direct/qaq-p/301074 I used the "LocationMatch" in httpd.conf and it worked for me.
