It's been awhile since this question was asked but the segment builder is pretty simple to use now. You should be able to use some AND/OR logic in the builder to accomplish what you're looking for.

Can you post some screenshot of the rule builder. It's difficult to troubleshoot without see how the rule is setup. If you don't feel comfortable posting a screenshot, you can review the documentation here or contact Customer Care.

Hi there and thanks for your question! You should not need to check your Target usage because Target is priced by Page View - so, if you are within your page view, you can run Target unlimitedly.
