Like Madalyn mentioned below, you cannot limit character count in a single line text field, however, I proposed a solution using multiple calculated custom fields in THIS THREAD to help solve for this. 

If you go into Setup > System > Audit Logs, there is a dropdown for Exchange Rate under Log Type where you can track created, updated and deleted rates. You can see who made the change and what day/time in the view.
