there's no code that allows for this type of addition. Normally the workaround is to use a project report, group it by either portfolio or program, and then set it to show the Summary tab in order to simulate the count of projects per portfolio or program.

You could take a look at this post. In order to avoid a manual process which is only slightly alleviated through bulk editing, you would have to purchase or learn some sort of automation tool. There are a number of automation options out there; all take either a money or time investment.
