The above suggestions are all good ones. The hard answer to your question is no, you cannot limit how many characters the user types in. You can only affect the field after they've typed it in.I believe the max character count is 4,000 for built-in fields and 2,000 for custom fields.

Are your co-workers in a different time zone? I've seen time zone errors in that if my UK co-worker marks a day off, it appears as 2 days to a US worker because of the time shift.

If this is a card linked to an existing issue or task then probably yes. If it's a standalone card then probably no.
