This does not answer the original question because /eCommerce/ and /eCommerce-b/ are not part of the query string parameters, they are part of the Path I too have this question

How would you segment for the final hit of the visit ?Regarding your remark, the need is "what is the max seen within a visit"I considered storing it client side, but there is no way to send upon the last hit of the visit, because it is never known which hit is the last one until the session expires

Since there is no Adobe documentation on this apart from defining the ability to increment or decrement an integer, I'm going to go with my gut and say that it is not a valid use of a Counter eVarAs a solution through sterile testing, I have proved that 'Unspecified' truly represents the absence of being exposed to this Counter eVar and the team is satisfied with the answer
