How to change the quarantine's default bhaviour

How i can change the default behaviour of a delivery to be moved to quarantine. e.g. in the case of "Mail Box Full", it retries for 5 times and move it to quarantine in the 6th count of attempt. I want to change the retry count to some higher number. How we can achieve this?

I have a requirement in which all quarantined users need to be moved out of quarantine bucket and need to be re-attampted for delivery. Apart from Databae cleanup technical workflow Is there any technical workflow available which can do so or is there any way in which this task can be achieved. Your suggestion is highly appreciated.
