If you are using Camoaign standard then you can't. ACS only supports SMPP.for ACC, you would have to write a custom connector in JavaScript which calls the API

No, you can't.IIS / Apache are mainly forwarding internal request to Tomdat and tracking URLs.For processing (SOAP calls, web pages, ..) Tomcat is used. Those functions can't be deployed on IIS.
