Beginner's Questions

I am looking to evaluate the engagement a visitor has on the page and one of the metric which I thought could be useful is "Percentage of Page Viewed".  I did notice there is a metric called "Total Percent Page Viewed".

However it seems like the metrics keeps adding the the percent across visits. Which means I should divide with either visits/page views.  The questions is what is the correct way of setting the derived metric (dimension/metric combination)? I am currently dividing it by visits and using the previous page dimension.

Another metrics which I think is linked to engagement on the page is "page velocity", the reference materials describes it being linked to evar and participation. Unfortunately, it does not translate to simple English for me.  The question therefore is what is the ideal way to use the variable and does it need to be customized to individual implementation?

Apologies if they are simple questions, but I was hoping for a simple answers which I can cascade to my team.
