I would consider two possibilities:

1) It is unlikely that your DEV and PROD directories have the same provider URL. If they do you may have more trouble than you know. All user lookup services use a provider URL, either configured directly in each service instance or configured in the base service. Validate the provider URLs.

2) Your PROD directory service may not enable access from external sources, by default. Check with your security admin. They may have to configure and enable a named user who can access the directory. The user credentials could then be used to run the LiveCycle ES service.
