Possibility to position a third party tag at a specific point at a webseite with the Adobe Dynamic Tag Manager

We are trying to position a Banner on a specific point of a website by integration a Code into the Adobe rules. Is there a posibility to do that?

I'm a little confused as to whether you're trying to fire a tag at a banner on the website or whether you're trying to place a banner on your webpage.

thanks for your help!

We are trying to place a tracking code on a specific position. These code sends tracking information to a partner and also gets code from this partner by sending this, this code also displays a banner with code. And we are trying to place this code, also this banner on a specific position.
