Omniture Tags not FIring on Page 1 of Visit

On the first hit of a visit no Omniture tags are firing (yes checked all debugging methods, Charles, Google Console, Adobe Debugger, etc.). After the first hit of the visit the tags fire as normal the remaining part of the visit. Using DTM...

Any clues or help on what maybe causing this issue?
