If you already have a Marketing Cloud Organization, DTM should be enabled on your account. There may be a permissions issue that could be preventing you from accessing it.
If you don't have a Marketing Cloud Organization, you'd need to contact your account team to have one provisioned.
Do you have a Marketing Cloud already setup?
