Can Group Admins be part of the SSO "Admin Exemption"

Hello, we just enabled SSO in our instance and I'd like our group admins also exempt. Is there a way to enable this? "Admin Exempt" appears only to be active for System Admins.

Is there a way to give a Group Administrator access/rights to edit the majority of fields on the Edit User page, but not give them access/rights to to just a few fields (like Federation ID, Only Allow SAML 2.0 Authentication, Is Active, etc.)?
