Hi,

Are we able to target users based on the page they land on using adobe target?

Yes @scb21 you can target the users based on the page they land on using Adobe Target:
Steps to follow:

In the Target interface, click Audiences > Create Audience.
Select Site Pages under Attributes.
Select Current pages
Select the desired rule from the drop-down(URL, Domain, Query, etc).
Select the condition (contains, equals, does not contain, etc)
Enter the value i.e page URL.
Now, name the audience, Save, and Use.

Use the Audience rule, under site pages select landing page condition.
