Yes @scb21 you can target the users based on the page they land on using Adobe Target:
Steps to follow:

  1. In the Target interface, click Audiences > Create Audience.

  2. Select Site Pages under Attributes.
  3. Select Current pages
  4. Select the desired rule from the drop-down(URL, Domain, Query, etc).
  5. Select the condition (contains, equals, does not contain, etc)
  6. Enter the value i.e page URL.
  7. Now, name the audience, Save, and Use.

Hope this helps.

Hi @scb21 Yes, you can target the users on basis of their landing page.

Use the Audience rule, under site pages select landing page condition.

Here is the document link which helps you to understand better https://experienceleague.adobe.com/docs/target/using/audiences/create-audiences/categories-audiences/site-pages.html?lang=en
